New regulations have come into effect under the Practice and Procedure Act 2023


(Web Desk): The Supreme Court Practice and Procedure Committee, headed by Chief Justice Yahya Afridi, approved the new procedure on May 29.
According to the official notification, the new regulations have come into effect under the Practice and Procedure Act 2023.
The committee is chaired by Chief Justice Yahya Afridi, and includes Justice Mansoor Ali Shah and Justice Amin-ud-Din. The Chief Justice may convene a meeting of the Supreme Court committee either physically or virtually at his discretion. For the committee meeting to be valid, the presence of at least two members is mandatory.
As per the notification, the committee will constitute benches of the Supreme Court on a regular basis, preferably on a monthly or fortnightly basis. When the Chief Justice is out of the country or unavailable, he may form a special committee.
This special committee can make urgent changes to benches in cases of a judge’s illness, death, absence, or recusal. All such emergency decisions must be documented in writing, with stated reasons, and presented at the committee’s next meeting.
The Registrar will maintain a complete record of every meeting, decision, and change. The notification further states that the committee has the authority to amend these regulations from time to time. These regulations will take precedence over other rules as long as they remain in effect.
