The court has quashed the earlier notification of Punjab’s caretaker government


Islamabad: The Supreme Court of Pakistan Friday reinstated Ghulam Mahmood Dogar as Capital City Police Officer (CCPO) Lahore, reversing the decision of the caretaker Punjab government.
According to the details, the court has quashed the earlier notification of Punjab’s caretaker government, being headed by Moshsin Naqvi, and restored Ghulam Mahmood Dogar to his previous post.
A three-member bench headed by Justice Ijaz- ul- Ahsan, and comprising Justice Mazahar Ali Akbar Naqvi and Justice Muneeb Akhtar was hearing the case.
While announcing the verdict on matters of appointments and transfers in Punjab, Justice Muneeb remarked that the Election Commission of Pakistan (ECP) received a verbal request, questioning: “Does government institutions run on verbal communication?”
The electoral watchdog’s secretary said the Punjab government made a verbal request to transfer Dogar on January 23, adding that it received the written application a day after.
The secretary said the electoral body accepted the request on February 06.
On November 5, Pakistan Democratic Movement (PDM) coalition government suspended Ghulam Mahmood Dogar when Pakistan Tehreek-e-Insaf (PTI) activists protested outside the governor’s house in Lahore.
At that time federal government directed CCPO Lahore to report the establishment division.
Despite his suspension, Dogar did not leave the charge and challenged his deferral in the Lahore High Court (LHC).
Later, the Punjab government— led by Pakistan Muslim League (Q) leader Pervez Elahi— also refused to hand over the services of Mahmood to the federal government after which he was issued a warning letter.
However, when the caretaker government took charge in Punjab they again transferred Dogar.
