According to the International Organization for Migration, the four boats sank off the coast of Djibouti and Yemen.
Rescue teams saved two people, while 186 people, including five crew members, are believed to be missing and a search operation is underway.
Last year, 558 people died in boat sinkings off the coast of the Horn of Africa.
