Islamabad: The report on the failure of Track and Trace System (TTS) of Federal Board of Revenue (FBR) has come out.
According to the report, the industrial sector resisted the implementation of the track and trace system, while the incompetence of the bureaucracy was also the reason for the system not being implemented.
The report states that inexperience of the licensing company is also the reason for not implementing the system, while it has also been revealed in the report that the track and trace system was implemented without understanding the local industry situation.
The report further stated that the track and trace system did not include provisions for arbitration, audit and fines while technology transfer was also not done under the system.
It has been mentioned in the report that FBR and the licensed company lacked the required expertise and understanding. The contractual lapses and court proceedings, stay orders, contributed to the delay in the implementation of the TTS.
The report also revealed that FBR has not created any capacity to control TTS on its own.
The report recommends increasing the capacity of FBR to review production data and sales tax and creating a task force to implement TTS, monitoring the track and trace system from the office of the Prime Minister or the Treasury.
